The book is a collection of variety of judicial interpretations on commonly occurring disciplinary action issues and various clarifications and decisions given by Department of Personnel & Training (DOPT), Government of India, in an easy and lucid language avoiding technical and professional intricacies. An attempt has also been made to substantiate conclusions with the appropriate honorable courts’ decisions to equip the readers with the practical world. Although due care has been taken to quote correct citations of cases referred in Government decisions in the form of Office Memorandum (O.M.) issued by DOPT, still it would be advisable to refer the original text. Compilation of material of this book has been confined to the prescribed procedures and based on various decisions made by the honorable judges and cannot claim originality in the sense of the word having hardly any scope thereof. It is hoped that this book will be a useful guide to all those who are concerned with the subject including but not limited to the Management, Union Leaders Administrative Officers and the Workmen.
Anil Kumar Saxena is a Post Graduate in Law (LL.M) and Sociology (M.A), having Diploma in Labour Laws (D.L.L.) besides Post Diploma in Business Administration (PDBA). He has also to his credit CAIIB. He is an Associate of Indian Institute of Banking & Finance, Mumbai (AIIBF).
Shri Saxena is former Chief Manager (H.R.) of Punjab National Bank (PNB). He joined PNB as a Personnel Officer in August, 1984 and has an experience of over 31 years in Human Resource Development, Industrial Relations, Disciplinary Action matters as well as Industrial Adjudication, besides Vigilance Management.
He has been Chief Training Manager and Chief Faculty in Zonal Training Center (ZTC) of Punjab National Bank. He has been a Guest Faculty in Bank’s various Training Centers during his posting in Bank at various stations. He has been Co-Examiner of “Business Studies” paper of Indian Institute of Banking & Finance, Mumbai. He is a regular Faculty of IIBF local chapter in “Legal & Regulatory Aspects of Banking” Paper of JAIIB and “Human Resource Management in Bank” paper of CAIIB.
Shri Saxena has delivered sessions in various Management Institutes as well as College of Delhi University. He has written 40 articles on various topics of HRD and has two Research Papers to his credit.
He retired in July, 2015, on attaining the age of superannuation in Punjab National Bank and is now working as Deputy Consultant (P&A) in Ministry of Health & Family Welfare, New Delhi.
