Professor (Dr.) Vijay Rattan, Consultant to the United Nations; Member, International Institute of Administrative Sciences (IIAS), Belgium; Life Member, Indian Society of International Law (ISIL), New Delhi; Life Member, Indian Institute of Public Administration (IIPA), New Delhi; formerly, Professor of Public Administration, Panjab University, Chandigarh, India.
In 2009, as a United Nations Consultant (Department of Economic and Social Affairs, New York, Index No. 991772) at the World Civic Forum, in Seoul,
South Korea, spoke on E-Governance and the Role of ICTs for the Implementation of the Millennium Development Goals (MDGs). In 2007, as a Consultant to the United Nations, New York, contributed to the Workshop on Knowledge Management, at the 7th Global Forum on Reinventing Government: Building Trust in Government, organized by the United Nations at the United Nations European Headquarters at Vienna, Austria. Also did assignments as a Consultant to UNICEF, to Government of India and to Haryana Government,
besides USAID and CARE-INDIA. He had been on the Roster of Experts, Commonwealth Secretariat, London. Dr. Rattan’s two books on Women and Child Development were highly acclaimed by the United Nations Development Programme (UNDP), New York and UNICEF. In 1997, besides the Chandigarh Administration, he was felicitated by the President of India for his unique contribution in the field of Sustainable Human Development, at a special felicitation function held in the Rashtrapati Bhawan (President’s House), New Delhi. He has vast, field exposure, knowledge and administrative experience in areas including Policy and Development Administration, E-governance and Information Technology, Public Administration, Sustainable Development, and Administrative Thought. Dr. Rattan has published articles in reputed journals, presented research papers and won awards at various national and international conferences in India and abroad.
Dr. (Mrs.) Jyoti Rattan, Associate Professor, Department of Laws, Panjab University, Chandigarh, is a topper in Law and a Gold Medalist in LL.M, Ph.D. in Law and M.Sc. in Chemistry. Her areas of interest have been Taxation laws, Cyber Law, Law of Contract, RTI and International Law. Dr. Rattan has written books on Taxation Laws, Cyber Law, RTI, International Law and Corporate Law. She has also written several research articles on Taxation Laws, Cyber Law and International Law areas besides on Inter-disciplinary Law and Administrative issues, published in reputed journals including Sage Open. She has presented papers and won awards at various national and international Conferences in India and abroad including the 91st Indian Science Congress; 26th International Congress of Administrative Sciences, Seoul, Korea, 2004; Third Regional International Conference; International Institute of Administrative Sciences (Belgium), Monterrey, Mexico, 2006 and 27th International Congress of Administrative Sciences, Abu Dhabi, U.A.E., 2007 and 2011 International Conference of the International Institute of Administrative Sciences (IIAS), held at Lausanne, Switzerland, 2011.
